The Hat's Off Award recognizes Society members who have contributed exemplary service to the Society.
Jason Butler, P.E.
Jason is a graduate from Worcester Polytechnic Institute with a BS degree in Civil Engineering and MS in Fire Protection Engineering. While being a licensed P.E. in South Carolina, he has received fire protection experience in nuclear facilities handling radiological materials and pressurized water reactor nuclear power plants. He currently works at Savannah River Site as a Fire Protection Engineer supporting the nuclear reservation owned by the U.S. Department of Energy and has served as the CSRA SFPE Chapter President for the past two years. Jason also assists with the SFPE Standards Making Committee on Design Fire Scenarios and the Subcommittee for Handbook Development.
Arthur E. Cote, P.E., FSFPE
Art served as Executive Vice President & Chief Engineer (retired) National Fire Protection Association (NFPA)Prior to his retirement in 2006, Mr. Cote was executive vice president and chief engineer at the National Fire Protection Association (NFPA). In this position, he was responsible for all of the technical operations of the Association, including the overall administration of the NFPA codes and standards development process. Prior to joining NFPA in 1977, he held positions of vice president and chief engineer for an automatic sprinkler contracting company; supervising engineer in the engineering and loss control division of a major insurance company; and fire inspector for a fire insurance rating bureau. He is currently immediate past chairman of the Board of Directors of the American National Standards Institute (ANSI). Mr. Cote received his Bachelor of Science degree in Fire Protection Engineering from the University of Maryland in 1965.
Brian S. Donnelly, P.E.
Brian graduated from North Carolina State University in 1997 with a Bachelor’s in Mechanical Engineering and immediately accepted a position with Atlantic Fire Systems’ Raleigh, NC office. Atlantic Fire Systems was shortly thereafter purchased by BFPE International where he has spent 19 years as the Senior Engineer in our Clayton, NC office designing fire alarm systems, clean agent and CO2 suppression systems. During his career, he earned a Professional Engineering license in Fire Protection and a Master’s in Engineering from the University of Maryland in their Fire Protection Engineering program. He is a ten year member of the (local) Triangle NC Chapter of SFPE and currently the chapter’s treasurer. He also previously served as vice-president of a local fire alarm roundtable group.
Paul M. Fitzgerald, P.E., FSFPE
Ralph K. Foster, III, P.E.
Ralph is a Fire Protection Engineer who earned his degree in Mechanical Engineering from the University of South Carolina. He worked for the SC State Fire Marshal's Office for 19 years before opening Foster Engineering & Consulting. He is a member of SFPE, NFPA, ICC, and AFSA. He is active in the CSRA Chapter of SFPE and serves SFPE as the Chair for the Committee on Advocacy and Outreach. He was honored as a Life Member of the SC Fire Marshals Association for his service from 1999-2007. He retired from the SC Army National Guard after 28 years. He is an Assistant Scoutmaster with Troop 10, and resides in Columbia with his family.
Thomas A. Gray, P.E., FSFPE
Tom is a graduate of Purdue University in 1974 with a BS degree in Interdisciplinary Engineering (majoring in Engineering Management). He has 42 years of Fire Protection Engineering experience among a total of 48 years in his career. He is a licensed PE in Connecticut and holds Fellow grade in his 40th year as an SFPE member. He has CFPS designation from NFPA and CRP Property designation from UL. He is a lifetime Member of NFPA and Level 3 certified Infrared (IR) Thermographer. He has served in various roles for SFPE, both on the national level and within chapters. He received the Lifetime Achievement Award from NFPA Industrial Fire Protection Section in 2010 and the SFPE Ahern President's Award in 2005. He received the Finnegan Award from the SFPE Chicago Chapter in 2003 and CNA Chairman's CARE Award in 2007.
