The Changing Face of the Fire Challenge

The frequently perceived recent fall in the total number of fire fatalities is seen as evidence that we have successfully addressed the fire safety problem. However, this presupposes that the fire safety problem – and the human response to it - is static or that the field has sufficient understanding to accommodate future challenges. Instead, our understanding of the factors that influence the outcome of an incident and the nature of this outcome is incomplete and inconsistent. Key factors include: demographic, environmental, socio-economic, technological, procedural, and regulatory influences, amongst many others. These may have positive or negative effects on fire safety and on the performance of those individuals affected and emergency responders; however, the increase in the range of factors to be considered and their variability contributes to the complexity, probability and severity of fire incidents. There are substantial gaps in our understanding of the impact of these factors and in their interaction and contribution to the wider problem. We identify the understanding of human behavior in fire as an evolving area of research and we discuss the significant influence of human factors on the outcome of fire: from evacuation preparedness to ignition, response and suppression, to recovery.
